  1. Preheat the oven to 350°F (175°C). Grease and flour a baking sheet.
  2. In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.
  3. In a large bowl, cream together the butter and granulated sugar until light and fluffy. Beat in the egg and vanilla extract.
  4. Gradually add the dry ingredients to the butter mixture, alternating with the buttermilk. Mix until just combined.
  5. Stir in the hot water until the batter is smooth.
  6. Drop spoonfuls of batter onto the prepared baking sheet, spacing them about 2 inches apart.
  7. Bake for 12-15 minutes, or until the cakes spring back when lightly touched. Remove from the oven and let cool completely.
  8. In a separate bowl, beat together the cream cheese, powdered sugar, heavy cream, and vanilla extract until smooth and creamy.
  9. Spread the cream cheese filling onto the flat side of half the cakes. Top with the remaining cakes to make sandwiches.
