Preheat oven to 350 degrees F (175 degrees C). Line baking sheets with parchment paper.

In a medium bowl, whisk together flour, cocoa, baking soda, and salt; set aside.

In a large bowl, cream together butter and granulated sugar until light and fluffy. Beat in egg and vanilla. Beat in flour mixture alternately with buttermilk, beginning and ending with flour mixture.

Drop batter by rounded tablespoonfuls onto prepared baking sheets. Bake in preheated oven for 10 minutes. Remove from oven and cool completely on wire racks.

In a medium bowl, beat together marshmallow creme, powdered sugar, shortening, milk, and vanilla until light and fluffy. Spread filling onto flat side of one cookie; top with another cookie, flat side down. Repeat with remaining cookies and filling.

In a small bowl, combine cocoa and confectioners' sugar. In a medium bowl, cream together butter, milk, and vanilla. Beat in sugar mixture until light and fluffy. Frost filled cookies with cocoa frosting.
