  1. Preheat the oven to 350°F (175°C). Line two baking sheets with parchment paper.
  2. In a medium bowl, whisk together the flour, cocoa powder, baking soda, and salt.
  3. In a large bowl, cream together the softened butter and granulated sugar until light and fluffy. Beat in the egg and vanilla extract.
  4. Gradually add the dry ingredients to the butter mixture, alternating with the buttermilk. Mix until just combined.
  5. Drop rounded tablespoons of batter onto the prepared baking sheets, spacing them about 2 inches apart.
  6. Bake for 10-12 minutes, or until the tops spring back when lightly touched. Remove from the oven and let cool completely on wire racks.
  7. In a small bowl, beat together the marshmallow creme, powdered sugar, melted butter, milk, and vanilla extract until smooth and creamy.
  8. Spread a dollop of the marshmallow filling onto the flat side of half of the cooled cookies. Top with another cookie to make a sandwich.
