Preheat the oven to 350°F (175°C). Grease and flour a 9-inch round cake pan.

In a medium bowl, mix together the whole wheat flour, baking powder, cinnamon, and salt.

In a separate large bowl, cream together the butter and brown sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla extract.

Gradually add the dry ingredients to the wet ingredients, alternating with the milk. Mix until just combined.

Pour the batter into the prepared cake pan and spread it evenly.

In a small bowl, mix together the walnuts, brown sugar, and cinnamon. Sprinkle the crumb mixture over the batter.
