  1. In a large bowl, combine the whole wheat flour, all-purpose flour, yeast, warm water, salt, and fennel seeds. Mix well until a dough forms.
  2. Knead the dough on a lightly floured surface for about 5 minutes, until smooth and elastic.
  3. Place the dough in a greased bowl, cover with a clean kitchen towel, and let it rise in a warm place for about 1 hour, or until doubled in size.
  4. Preheat the oven to 425°F (220°C). Line a baking sheet with parchment paper.
  5. In a large pot, bring 10 cups of water to a boil. Add the baking soda and stir until dissolved.
  6. Divide the dough into 4 equal pieces. Roll each piece into a long rope, about 20 inches (50 cm) long.
  7. Shape each rope into a pretzel shape and place on the prepared baking sheet.
  8. Carefully place each pretzel into the boiling water for about 30 seconds, then remove with a slotted spoon and place back on the baking sheet.
