  2. In a large bowl, whisk together the whole wheat flour, all-purpose flour, brown sugar, baking powder, and salt.
  3. Cut the unsalted butter into small pieces and add it to the flour mixture. Use your fingers or a pastry cutter to work the butter into the flour until the mixture resembles coarse crumbs.
  4. In a separate bowl, whisk together the egg, milk, and vanilla extract.
  5. Pour the wet ingredients into the dry ingredients and stir until just combined.
  6. Fold in the chocolate chips.
