Preheat the oven to 400°F (200°C).

In a large skillet, brown the ground beef over medium heat. Drain any excess fat.

Add chopped onion, diced carrots, and frozen peas to the skillet. Cook until vegetables are tender.

Stir in Worcestershire sauce and beef broth. Simmer for 5 minutes.

Meanwhile, peel and quarter the potatoes. Boil them in salted water until tender.

Drain the potatoes and mash them with butter, skim milk, salt, and black pepper.

Transfer the beef mixture to a baking dish. Spread the mashed potatoes evenly over the top.

Bake for 20-25 minutes or until the potatoes are golden brown.
