  1. Preheat the oven to 350°F (175°C). Grease and flour a 9-inch round cake pan.
  2. In a large bowl, combine flour, sugar, baking powder, and salt. Cut in butter until mixture resembles coarse crumbs.
  3. In a separate bowl, beat eggs, milk, and vanilla extract. Stir into the flour mixture until just combined.
  4. In a small bowl, mix together chopped walnuts, brown sugar, and ground cinnamon to make the streusel topping.
  5. Pour half of the batter into the prepared cake pan. Sprinkle half of the streusel topping over the batter. Repeat with the remaining batter and streusel.
  6. Bake for 35-40 minutes, or until a toothpick inserted into the center comes out clean.
  7. Allow the cake to cool in the pan for 10 minutes, then transfer to a wire rack to cool completely.
