  1. Preheat the oven to 375°F (190°C).
  2. In a large skillet, cook the ground beef over medium heat until browned. Remove the beef from the skillet and set aside.
  3. In the same skillet, sauté the onion, carrots, and peas until the vegetables are tender.
  4. Add the Worcestershire sauce and beef broth to the skillet and simmer for 5 minutes.
  5. Return the cooked ground beef to the skillet and mix well.
  6. In a separate saucepan, melt the butter and stir in the milk. Gradually add the mashed potatoes, stirring until smooth.
  7. Season the mashed potatoes with salt and black pepper.
  8. Transfer the beef and vegetable mixture to a baking dish and spread the mashed potatoes evenly over the top.
  9. Bake for 30 minutes, or until the mashed potatoes are golden brown.
  10. Let the shepherd's pie rest for 10 minutes before serving.
