In a large bowl, combine the cake mix, eggs, vegetable oil, water, and blue food coloring. Mix well until smooth.

Pour the batter into a greased and floured cake pan.

In a separate bowl, cream the butter until smooth. Gradually add the powdered sugar, vanilla extract, and milk. Mix until creamy.
