  1. Preheat the oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.
  2. In a large bowl, mix together flour, sugar, baking powder, and salt. Add butter, milk, vanilla extract, and eggs. Beat on medium speed for 2 minutes until well combined.
  3. Divide the batter equally between the prepared pans. Smooth the tops with a spatula.
  4. Bake for 25-30 minutes, or until a toothpick inserted into the center of the cakes comes out clean.
  5. Remove the cakes from the oven and let them cool in the pans for 10 minutes. Transfer to a wire rack to cool completely.
  6. In a small bowl, mix powdered sugar, cocoa powder, and hot water until smooth. Spread the mixture over the top of one cake layer.
  7. Place the second cake layer on top and frost the entire cake with the remaining mixture.
