  1. Preheat the oven to 375°F (190°C).
  2. In a large skillet, heat the olive oil over medium heat. Add the onion, carrots, and ground turkey. Cook until the turkey is browned and vegetables are softened.
  3. Stir in the flour and cook for 1 minute. Add the chicken broth, Worcestershire sauce, garlic powder, salt, and black pepper. Stir until the mixture thickens.
  4. Add the frozen peas and cook for an additional 2 minutes.
  5. Transfer the turkey mixture to a 9x13-inch baking dish and set aside.
  6. In a large pot, boil the potatoes until tender. Drain and return to the pot.
  7. Add the butter, milk, salt, and black pepper to the pot with the potatoes. Mash until smooth.
  8. Spread the mashed potatoes over the turkey mixture in the baking dish.
  9. Sprinkle Parmesan cheese over the top.
  10. Bake for 30-35 minutes, or until the top is golden brown.
  11. Let it rest for 10 minutes before serving.
