Sprinkle the flour over the turkey and vegetable mixture, and stir until well coated.

Slowly pour in the chicken broth and heavy cream, stirring constantly. Cook until the mixture thickens, about 5 minutes.

Transfer the mixture to a 9-inch pie dish.

In a medium bowl, combine the cheddar cheese, flour, baking powder, baking soda, and salt. Cut in the butter until the mixture resembles coarse crumbs.

Stir in the buttermilk until just combined.
