In a large skillet, cook the turkey over medium heat until no longer pink. Remove from skillet and set aside.

In the same skillet, melt butter and sauté onion, carrot, celery, and garlic until tender.

Stir in flour until well combined. Gradually add chicken broth and milk, stirring constantly until thickened.

Add salt, black pepper, peas, parsley, and cooked turkey. Mix well.

Place cream puff shells in a greased baking dish. Spoon the turkey mixture into the shells.
