Preheat the oven to 350°F (175°C). Grease and flour three 9-inch round cake pans.

In a large bowl, sift together the flour, cocoa powder, baking powder, and salt.

In another bowl, cream together the butter and sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla extract.

Gradually add the dry ingredients to the butter mixture, alternating with the milk. Mix well after each addition.

Stir in the boiling water until the batter is smooth. Divide the batter evenly among the prepared pans.

Bake for 30 to 35 minutes, or until a toothpick inserted into the center of the cakes comes out clean.

Allow the cakes to cool in the pans for 10 minutes, then remove from the pans and transfer to wire racks to cool completely.

Once the cakes are completely cooled, spread whipped cream between the layers and on top of the cake. Garnish with chocolate shavings.
