In a large bowl, combine flour, sugar, yeast, cinnamon, nutmeg, and salt.

Add melted butter, beaten egg, raisins, and milk. Mix until a soft dough forms.

Knead the dough on a floured surface for about 5 minutes until smooth and elastic.

Place the dough in a greased bowl, cover with a clean kitchen towel, and let it rise in a warm place for about 1 hour or until doubled in size.

Preheat the oven to 375°F (190°C).

Divide the dough into 12 equal pieces and shape each piece into a ball.

Place the dough balls on a greased baking sheet, cover with a clean kitchen towel, and let them rise for another 30 minutes.

In a small bowl, mix powdered sugar, lemon juice, and water to make the glaze.

Use a sharp knife to make a cross on top of each bun.
