Preheat the oven to 350°F (175°C) and grease a 9x13-inch baking pan.

In a large mixing bowl, combine the flour, sugar, cocoa powder, baking powder, baking soda, and salt.

Add the buttermilk, vegetable oil, eggs, and vanilla extract to the dry ingredients. Mix until well combined.

Stir in the hot water until the batter is smooth.

Pour the batter into the prepared baking pan and smooth the top.

Bake for 30-35 minutes or until a toothpick inserted into the center comes out clean.

While the cake is baking, prepare the frosting. In a medium saucepan, melt the butter over low heat.

Remove the saucepan from the heat and stir in the powdered sugar, milk, and vanilla extract until smooth.

Once the cake has cooled, spread the frosting evenly over the top.
