Preheat the oven to 350°F (175°C). Grease and flour a cake pan.

In a large bowl, mix together the whole wheat flour, baking powder, cinnamon, nutmeg, and salt.

In another bowl, beat the eggs, vegetable oil, brown sugar, and vanilla extract until well combined.

Gradually add the dry ingredients to the wet ingredients, mixing well after each addition.

Fold in the grated carrots and chopped walnuts.

Pour the batter into the prepared cake pan and smooth the top.

Bake for 40-45 minutes, or until a toothpick inserted into the center comes out clean.

Remove from the oven and let it cool in the pan for 10 minutes. Then transfer to a wire rack to cool completely.

In a small bowl, beat the cream cheese, powdered sugar, and lemon juice until smooth.

Spread the cream cheese frosting over the cooled cake.
