In a large mixing bowl, combine the flour, sugar, and salt. Set aside.

In a medium saucepan, melt the butter over medium heat. Add the water and cocoa powder, and bring to a boil while stirring constantly.

Pour the hot cocoa mixture into the bowl with the dry ingredients and mix well.

Add the buttermilk, eggs, vanilla extract, and baking soda to the bowl and mix until smooth.

Pour the batter into the prepared baking dish and spread it evenly.

Bake in the preheated oven for 20 minutes, or until a toothpick inserted into the center comes out clean.

While the cake is baking, prepare the frosting. In a medium saucepan, melt the butter over medium heat. Add the cocoa powder and milk, and bring to a boil while stirring constantly.

Remove the saucepan from the heat and stir in the powdered sugar and chopped pecans until smooth.

After removing the cake from the oven, immediately pour the hot frosting over the hot cake, spreading it evenly.

Allow the cake to cool and set for about 30 minutes before serving.
