  1. Preheat the oven to 350°F (175°C). Grease and flour a 9x13-inch baking pan.
  2. In a large mixing bowl, combine the flour, sugar, cocoa powder, baking soda, and salt.
  3. Add the buttermilk, vegetable oil, eggs, and vanilla extract to the dry ingredients. Mix until well combined.
  4. Stir in the hot water until the batter is smooth.
  5. Pour the batter into the prepared baking pan and smooth the top.
  6. Bake for 30-35 minutes, or until a toothpick inserted into the center comes out clean.
  7. While the cake is baking, prepare the chocolate frosting. In a saucepan, melt the butter over medium heat. Stir in the evaporated milk and sugar. Bring to a boil and cook for 2 minutes, stirring constantly. Remove from heat and stir in the chocolate chips until melted and smooth.
  8. Once the cake has cooled for 10 minutes, pour the chocolate frosting over the top and spread evenly.
  9. Allow the cake to cool completely before serving. Enjoy!
