Grate the daikon radish and squeeze out excess moisture.

Soak dried shiitake mushrooms and dried shrimp in warm water until soft. Finely chop.

In a mixing bowl, combine grated daikon radish, rice flour, water, chopped mushrooms, chopped shrimp, minced scallions, soy sauce, sesame oil, salt, and white pepper. Mix well.

Grease a round cake pan with vegetable oil. Pour the mixture into the pan.

Steam the radish cake over high heat for about 30 minutes, or until set.

Remove the pan from the steamer and let it cool for a few minutes.
