  1. Preheat the oven to 375°F (190°C).
  2. In a large skillet, cook the ground beef over medium heat until browned. Drain any excess fat.
  3. Add the chopped onion and minced garlic to the skillet and cook until the onion is translucent.
  4. Stir in the diced potatoes and carrots, followed by the beef broth. Bring to a simmer and cook until the vegetables are tender.
  5. In a separate saucepan, melt the butter over medium heat. Stir in the flour and cook for 1-2 minutes to form a roux.
  6. Gradually whisk in the milk, salt, and black pepper until the mixture thickens.
  7. Pour the milk mixture into the skillet with the cooked meat and vegetables. Stir in the parsley.
  8. Roll out the pie crusts and line the bottom of a pie dish with one crust. Pour the meat and vegetable mixture into the pie dish.
  9. Cover the filling with the second pie crust and crimp the edges to seal. Cut a few slits in the top crust to allow steam to escape.
  10. Beat the egg in a small bowl and brush it over the top crust.
  11. Bake for 30-40 minutes, or until the crust is golden brown.
  12. Allow the pie to rest for 10 minutes before serving.
