In a medium bowl, whisk together the flour, baking powder, cinnamon, ginger, nutmeg, and salt.

In a large bowl, cream together the butter and granulated sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla extract.

Gradually mix in the dry ingredients alternately with the milk, beginning and ending with the dry ingredients.

Divide the batter evenly between the prepared pans. Smooth the tops with a spatula.

In a small bowl, whisk together the powdered sugar, cream cheese, heavy cream, cloves, and allspice until smooth and creamy.
