Preheat the oven to 350°F (175°C). Grease and flour a muffin tin.

In a medium bowl, whisk together the flour, baking powder, cinnamon, nutmeg, and salt.

In a separate large bowl, cream together the butter and granulated sugar until light and fluffy.

Beat in the eggs, one at a time, then stir in the milk and vanilla extract.

Gradually add the dry ingredients to the wet ingredients, mixing until just combined.

Spoon the batter into the prepared muffin tin, filling each cup about 2/3 full.

Bake for 18-20 minutes, or until a toothpick inserted into the center comes out clean.

Allow the tea cakes to cool in the tin for 5 minutes, then transfer to a wire rack to cool completely.

Once cooled, dust the tops of the tea cakes with powdered sugar before serving.
