  1. Preheat the oven to 425°F (220°C) and line a baking sheet with parchment paper.
  2. In a large bowl, whisk together the flour, sugar, baking powder, cinnamon, nutmeg, and salt.
  3. Add the cold cubed butter to the dry ingredients. Use a pastry cutter or your fingertips to cut the butter into the flour mixture until it resembles coarse crumbs.
  4. In a separate bowl, mix together the pumpkin puree, heavy cream, and vanilla extract. Pour the wet ingredients into the dry ingredients and stir until just combined.
  5. Fold in the chopped pecans and cinnamon chips.
