Preheat the oven to 375°F (190°C).

In a large skillet, sauté the ground beef until browned. Drain excess fat.

Add the onion, garlic, and red bell pepper to the skillet. Sauté until vegetables are tender.

Stir in the corn kernels, black beans, cumin powder, chili powder, salt, and black pepper. Cook for another 5 minutes.

Transfer the beef mixture to a baking dish and spread it evenly.

Spread the mashed potatoes over the beef mixture, creating an even layer.

Sprinkle the cheddar cheese on top of the mashed potatoes.

Bake in the preheated oven for 25-30 minutes, or until the cheese is melted and bubbly.
