  1. Preheat the oven to 350°F (175°C) and grease a 9-inch round cake pan.
  2. In a medium bowl, whisk together the flour, baking powder, baking soda, and salt.
  3. In a separate large bowl, cream together the softened butter and granulated sugar until light and fluffy.
  4. Beat in the eggs, one at a time, followed by the vanilla extract.
  5. Gradually mix in the dry ingredients, alternating with the sour cream, beginning and ending with the dry ingredients.
  6. In a small bowl, prepare the streusel topping by combining the flour, brown sugar, cinnamon, and melted butter.
  7. Pour half of the batter into the prepared cake pan and sprinkle with half of the streusel topping.
  8. Add the remaining batter and top with the remaining streusel.
  9. Bake for 35-40 minutes, or until a toothpick inserted into the center comes out clean.
  10. Allow the cake to cool in the pan for 10 minutes, then transfer to a wire rack to cool completely.
  11. In a small bowl, whisk together the powdered sugar, milk, and vanilla extract to make the glaze.
  12. Drizzle the glaze over the cooled cake.
  13. Slice and serve.
