  1. Preheat the oven to 375°F (190°C).
  2. In a large bowl, combine the all-purpose flour, granulated sugar, baking powder, and salt.
  3. Add the milk and 2 tablespoons of melted unsalted butter to the dry ingredients. Mix until a dough forms.
  4. On a lightly floured surface, roll out the dough into a rectangle.
  5. In a small bowl, mix together the ground cinnamon and brown sugar.
  6. Brush the remaining melted unsalted butter over the dough, then sprinkle the cinnamon-sugar mixture evenly.
  7. Starting from one long side, tightly roll up the dough into a log.
  8. Cut the log into 12 equal pieces and place them in a greased baking dish.
  9. Bake for 15-18 minutes, or until golden brown.
  10. In a small bowl, whisk together the powdered sugar, vanilla extract, and water to make the glaze.
  11. Drizzle the glaze over the warm cinnamon rolls.
