Preheat the oven to 400°F (200°C).

In a skillet, cook the ground beef over medium heat until browned. Drain off excess fat.

Add diced onion, carrots, and frozen peas to the skillet. Cook for 5 minutes, until vegetables are tender.

Stir in Worcestershire sauce, tomato paste, beef broth, cornstarch, salt, and black pepper. Simmer for 5 minutes, until the sauce thickens.

Meanwhile, peel and boil the potatoes until tender. Drain and mash with butter and milk.

Transfer the meat mixture to a baking dish and spread the mashed potatoes on top.

Bake in the preheated oven for 20-25 minutes, until the potatoes are golden brown.
