Preheat the oven to 375°F (190°C).

In a large skillet, melt butter over medium heat. Add onion and garlic, and cook until softened.

Add flour and cook for 1 minute, stirring constantly.

Gradually whisk in chicken broth and milk. Cook until thickened.

Add shrimp, potatoes, carrots, peas, salt, and pepper. Cook for 5 minutes.

Transfer the mixture to a baking dish.

Roll out the puff pastry and place it over the baking dish, sealing the edges.

Cut a few slits on the pastry to allow steam to escape.

Bake for 30-35 minutes, or until the pastry is golden brown.
