  2. Season the short ribs with salt and pepper, then coat them in flour.
  3. Heat olive oil in a large oven-safe pot over medium-high heat. Brown the short ribs on all sides, then remove them from the pot and set aside.
  4. In the same pot, sauté the onion, carrots, celery, and garlic until softened.
  5. Stir in the tomato paste and cook for 1 minute.
  6. Add the beef broth, red wine, and thyme. Return the short ribs to the pot.
  7. Cover the pot and transfer it to the preheated oven. Braise for 5 to 3 hours, or until the meat is tender.
  8. Remove the short ribs from the pot and shred the meat, discarding any excess fat or bones.
  9. Skim the fat from the braising liquid and reduce it on the stovetop until thickened.
  10. Stir the shredded meat and frozen peas into the thickened braising liquid.
  11. In a separate pot, prepare the mashed potatoes by boiling peeled and diced potatoes until tender. Drain and mash with butter, salt, and black pepper.
  12. Preheat the broiler.
  13. Transfer the meat mixture to a baking dish and top with the mashed potatoes.
  14. Place the dish under the broiler for a few minutes, or until the potatoes are golden and crispy.
  15. Allow the Shepherd's Pie to rest for 10 minutes before serving.
