Preheat the oven to 375°F (190°C). In a large skillet, cook the ground beef over medium heat until browned. Drain excess fat. Add the onion, carrots, and garlic to the skillet. Cook until the vegetables are tender. Stir in the frozen peas, porter beer, beef broth, Worcestershire sauce, thyme, rosemary, salt, and black pepper. Simmer for 10 minutes. In a separate saucepan, melt the butter over medium heat. Add the shallots and cook until softened. Stir in the flour and cook for 1 minute. Gradually whisk in the beef broth until smooth. Cook until thickened. Pour the meat mixture into a baking dish. Spread the mashed potatoes over the top. Bake for 25-30 minutes, or until the potatoes are golden brown. Let it rest for 10 minutes before serving. Enjoy!
