Preheat the oven to 375°F (190°C).

In a large skillet, cook the ground beef over medium heat until browned. Drain any excess fat.

Add the onion, carrots, and peas to the skillet. Cook for 5 minutes, until the vegetables are slightly softened.

In a small bowl, whisk together Worcestershire sauce, beef broth, cornstarch, salt, and black pepper. Pour the mixture into the skillet and stir well. Cook for an additional 5 minutes, until the sauce thickens.

Transfer the meat and vegetable mixture to a 9x13-inch baking dish.

Prepare the hashbrowns according to package instructions. Spread the cooked hashbrowns evenly over the meat and vegetable mixture.

Dot the top of the hashbrowns with butter and sprinkle with cheddar cheese.

Bake in the preheated oven for 30-35 minutes, until the cheese is melted and the filling is bubbling.
