Preheat the oven to 375°F (190°C).

In a large skillet, cook the ground beef over medium heat until browned.

Add the onion, carrots, peas, Worcestershire sauce, beef broth, tomato paste, and garlic to the skillet. Cook for 5 minutes, or until the vegetables are tender.

In a separate pot, boil the potatoes until they are fork-tender. Drain and mash the potatoes with butter, milk, salt, and black pepper.

Transfer the beef and vegetable mixture to a baking dish. Top with the mashed potatoes, spreading them evenly.
