Preheat the oven to 375°F (190°C).

In a large skillet, cook the ground beef over medium heat until browned.

Add the onion, carrots, peas, beef broth, Worcestershire sauce, tomato paste, garlic, rosemary, and thyme.

Simmer for 10 minutes, then transfer the mixture to a baking dish.

In a large pot, boil the potatoes until tender.

Drain the potatoes and mash them with butter, milk, salt, and black pepper.

Spread the mashed potatoes over the beef mixture in the baking dish.

Bake for 30 minutes, or until the top is golden brown.
