In a large skillet, cook the ground beef over medium heat until browned. Drain excess fat.

Add the onion, carrots, peas, beef broth, Worcestershire sauce, and garlic to the skillet. Cook until the vegetables are tender.

In a separate pot, boil the potatoes until they are soft. Drain and mash with butter, milk, salt, and black pepper.

Spread the beef mixture evenly in a baking dish. Top with the mashed potatoes.
