  4. Stir in the Worcestershire sauce and beef stock. Bring to a simmer and cook for 10 minutes.
  5. In a separate saucepan, melt the butter over medium heat. Stir in the flour and cook for 1 minute.
  6. Gradually whisk in the milk until smooth. Cook for 5 minutes, until thickened.
  7. Remove the skillet from the heat and stir in the thickened milk mixture.
  8. Spread the mashed potatoes evenly over the beef mixture in the skillet.
  9. Sprinkle the cheddar cheese, salt, and black pepper over the mashed potatoes.
  10. Bake in the preheated oven for 30 minutes, until the top is golden and bubbly.
  11. Let the Shepherd's Pie rest for 10 minutes before serving.
