Preheat the oven to 375°F (190°C).

In a large skillet, cook the ground beef over medium heat until browned. Drain any excess fat.

Add the chopped onion, grated carrots, and minced garlic to the skillet. Cook for 5 minutes until the vegetables are tender.

Stir in the tomato paste, Worcestershire sauce, beef broth, frozen peas, salt, and black pepper. Simmer for 10 minutes.

In a separate pot, prepare the mashed potatoes by boiling peeled and cubed potatoes until tender. Drain and mash with butter and milk until smooth.

Transfer the beef mixture into a baking dish. Spread the mashed potatoes evenly on top.

Bake for 25-30 minutes until the potatoes are golden brown.

Let it rest for 10 minutes before serving.
