Preheat the oven to 400°F (200°C).

In a large skillet, cook the ground beef over medium heat until browned. Drain excess fat.

Add the onion, carrots, peas, beef stock, Worcestershire sauce, tomato paste, and garlic to the skillet. Cook until vegetables are tender.

In a separate pot, boil the potatoes until tender. Drain and mash with butter and milk. Season with salt and pepper.

Transfer the beef mixture to a baking dish and spread the mashed potatoes over the top.

Bake in the preheated oven for 30 minutes, or until the top is golden brown.

Let rest for 10 minutes before serving.
