  2. In a large skillet, cook the ground beef over medium heat until browned. Remove from the skillet and set aside.
  3. In the same skillet, sauté the onion, carrot, and peas until they start to soften.
  4. Add the Worcestershire sauce and beef broth to the skillet. Bring to a simmer.
  5. In a separate small saucepan, melt the butter. Stir in the flour and cook for 1 minute.
  6. Gradually whisk in the beef broth mixture until smooth. Cook until thickened.
  7. Add the cooked ground beef back to the skillet and mix well.
  8. Transfer the mixture to a baking dish.
  9. Spread the mashed potatoes evenly over the top.
  10. Sprinkle the cheddar cheese, salt, and pepper over the mashed potatoes.
  11. Bake for 30 minutes, or until the top is golden and the filling is bubbly.
  12. Let it rest for 10 minutes before serving.
