  1. Preheat the oven to 350°F (175°C). Grease and flour a 9-inch round cake pan.
  2. In a large mixing bowl, combine the flour, sugar, cocoa powder, baking powder, baking soda, and salt.
  3. Add the eggs, milk, vegetable oil, Kahlua liqueur, and vanilla extract. Mix until well combined.
  4. Stir in the boiling water until the batter is smooth.
  5. Pour the batter into the prepared cake pan and smooth the top.
  6. Bake for 35-40 minutes or until a toothpick inserted into the center comes out clean.
  7. Remove from the oven and let the cake cool in the pan for 10 minutes. Then transfer to a wire rack to cool completely.
  8. Once the cake is cooled, frost with whipped cream and garnish with chocolate shavings.
