Preheat the oven to 375°F (190°C).

In a large skillet, cook the ground beef over medium heat until browned. Drain excess fat.

Add the onion, carrots, peas, Worcestershire sauce, tomato paste, beef broth, garlic, salt, and black pepper to the skillet. Cook for 5 minutes, or until the vegetables are tender.

In a separate pot, prepare mashed potatoes according to package instructions.

Transfer the beef mixture to a greased baking dish. Spread the mashed potatoes evenly over the top.

Sprinkle cheddar cheese on top of the mashed potatoes.

Bake in the preheated oven for 25-30 minutes, or until the cheese is melted and bubbly.
