  2. Boil the soaked cod for 20 minutes until it becomes flaky.
  3. Drain and let it cool, then remove any bones and skin.
  4. Boil the potatoes until tender, then drain and mash them.
  5. In a large bowl, combine the flaked cod, mashed potatoes, finely chopped onion, minced garlic, chopped parsley, breadcrumbs, beaten eggs, salt, and black pepper.
  6. Mix well until all ingredients are evenly incorporated.
  7. Shape the mixture into small patties.
  8. Heat vegetable oil in a frying pan over medium heat.
  9. Fry the fish cakes until golden brown on both sides, approximately 3-4 minutes per side.
  10. Remove from the pan and drain on a paper towel.
  11. Serve hot with tartar sauce or lemon wedges.
