Cook potatoes in boiling water until tender. Mash and let cool.

In a large bowl, flake salmon into small pieces. Add mashed potatoes, green onions, Dijon mustard, lemon juice, egg, breadcrumbs, dried dill, salt, and pepper. Mix well.

Shape mixture into 8 patties. Heat vegetable oil in a large skillet over medium heat. Cook salmon cakes until golden brown, about 4 minutes per side.

Serve hot with tartar sauce or lemon wedges.
