  1. Preheat the oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.
  2. In a large bowl, combine flour, sugar, cocoa powder, baking powder, and salt. Add milk, vegetable oil, vanilla extract, and eggs. Mix until well combined.
  3. Stir in boiling water to the batter. The batter will be thin, but that's okay.
  4. Pour the batter evenly into the prepared pans.
  5. Bake in the preheated oven for 30 to 35 minutes, or until a toothpick inserted into the center comes out clean.
  6. Remove from the oven and let the cakes cool in the pans for 10 minutes. Then transfer them to a wire rack to cool completely.
  7. In a mixing bowl, beat cream cheese, butter, and peanut butter until smooth. Gradually add powdered sugar and continue to beat until well combined.
  8. Place one cake layer on a serving plate and spread a layer of the peanut butter frosting on top. Place the second cake layer on top and frost the top and sides of the cake with the remaining frosting.
  9. Sprinkle chopped peanuts on top of the cake for garnish.
  10. Chill the cake in the refrigerator for at least 30 minutes before serving.
