  2. In a large skillet, cook the ground beef over medium heat until browned.
  3. Add the onion, carrots, peas, beef stock, Worcestershire sauce, tomato paste, garlic, thyme, and rosemary. Cook for 5 minutes, stirring occasionally.
  4. In a separate pot, boil the potatoes until tender. Drain and mash with butter, milk, salt, and black pepper.
  5. Transfer the beef mixture to a baking dish and spread the mashed potatoes on top.
  6. Bake for 30-35 minutes, or until the potatoes are golden brown.
