  1. Preheat the oven to 350°F (175°C). Grease and flour a bundt cake pan.
  2. In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.
  3. In a large bowl, cream together the butter and sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla extract.
  4. Gradually mix in the dry ingredients, alternating with the milk. Begin and end with the dry ingredients.
  5. Pour half of the batter into the prepared bundt pan. Sprinkle the chocolate chips evenly over the batter. Drizzle the sweetened condensed milk over the chocolate chips. Sprinkle the chopped walnuts on top. Pour the remaining batter over the walnuts.
  6. Bake for 45 minutes, or until a toothpick inserted into the center comes out clean.
  7. Allow the cake to cool in the pan for 10 minutes, then invert onto a wire rack to cool completely.
