Preheat the oven to 350°F (175°C). Grease and flour a 9-inch round cake pan.

In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.

In a large bowl, cream together the butter and sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla extract.

Gradually mix in the dry ingredients alternately with the milk, beginning and ending with the dry ingredients.

Stir in the hot water until the batter is smooth. Pour the batter into the prepared pan.

Bake for 30 to 35 minutes, or until a toothpick inserted into the center of the cake comes out clean.

Allow the cake to cool in the pan for 10 minutes, then remove from the pan and cool completely on a wire rack.

Once cooled, frost the cake with whipped cream and garnish with chocolate shavings.
