Preheat the oven to 350°F (175°C) and grease and flour two 9-inch round cake pans.

In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.

In a large bowl, cream together the butter and sugar until light and fluffy. Beat in the eggs one at a time, then stir in the red food coloring and vanilla extract.

In a small bowl, combine the buttermilk, vinegar, and baking soda. Add the flour mixture to the butter mixture alternately with the buttermilk mixture, beginning and ending with the flour mixture.

Divide the batter evenly between the prepared pans. Bake for 25-30 minutes, or until a toothpick inserted into the center comes out clean. Allow the cakes to cool in the pans for 10 minutes, then transfer to a wire rack to cool completely.

In a medium bowl, beat together the cream cheese, powdered sugar, and vanilla extract until smooth. In a separate bowl, whip the cream until stiff peaks form. Fold the whipped cream into the cream cheese mixture.

Place one cake layer on a serving plate and spread a layer of the cream cheese frosting on top. Place the second cake layer on top and frost the top and sides of the cake with the remaining cream cheese frosting.
