Preheat the oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.

In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.

In a large bowl, cream together the butter and sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla extract and red food coloring.

In a small bowl, combine the buttermilk, vinegar, and baking soda. Add the flour mixture to the butter mixture alternately with the buttermilk mixture, beginning and ending with the flour mixture.

Divide the batter evenly between the prepared pans. Bake for 25-30 minutes, or until a toothpick inserted into the center comes out clean. Cool in the pans on a wire rack for 10 minutes, then remove from the pans and cool completely.

In a medium bowl, beat together the cream cheese, butter, powdered sugar, and vanilla extract until smooth and creamy.

Place one cake layer on a serving plate and spread with a layer of cream cheese frosting. Top with the second cake layer and frost the top and sides of the cake with the remaining frosting.
